How to talk to a woman who is wearing headphones.

It sounds like a story I listened to on NPR last week about men 'catcalling' women while they're walking down the sidewalk in New York City. They talked to a guy who said "they really WANT to talk to me, this just gives them an opportunity to do so" and when the interviewer said 'they might NOT, you know' the guy just did NOT get it- "yeah; yeah, they do!" They even had the interviewer's sister talking about the WOMAN'S point of view that it's rude and harassing behavior, and the guy was STILL clueless.
