Looking into buying photoshop elements 12 (acckkkk...new learning curve ahead!!). Do I need the premiere elements with it? I have premiere Elements 9 that I have never ever ever used or even taken out of the box...so I dont even know what it is. Any help?

It's for video editing. Haven't used it myself.

Check the reviews on the current version. I had an older version and it just stopped loading. When I started looking for ways to fix it, I found lots and lots of complaints about the same problem.

The video editing part stopped working. The photo editing and organizing still loaded and worked fine.
Mine was an older version. When I upgraded, I opted not to get the Premiere part.
