How do people on Instagram make their pictures shopable, where you hover over items and a clickable link appears?

They have to pay Instagram and be considered an "advertiser."

I've never seen clickable links is that new? You can just tag the photo. Or has that changed?

Are you talking about LIKEtoKNOW.it? Bloggers apply to use their software (don't know the cost) and if LIKEtoKNOW.it determines that their blog has a huge following, then they allow them to use their app. When you click and buy something the user gets a small commission.

If the links show up when you click this, here's an example of what I mean. When I click the photo, links appear to purchase the tree, bench, rug etc. http://instagram.com/p/BNVSx9VjutJ

That was a new feature Instagram rolled out recently for businesses.
