I use a comcast email account. When I send an email from my phone, I want to be able to see I sent it from my laptop.
can I do with this with Outlook or some other product?

you can do it in the webmail interface by using your web browser, but I don't know if there is a way to sync everything so that an email sent from your phone shows up on your computer's email reading software, like Outlook. That software would have to be coded to download everything, including the sent folder, from the server, onto your hard drive every time it checks mail.

You need to convert your comcast email account to IMAP. The default is POP3. POP3 is one-way sync (from comcast to your device), IMAP is two-way sync, which will allow emails from your phone to sync up to comcast's servers and then down to your laptop. Try this link to sign-up for IMAP: xcsignup.comcast.net/onboardingapps/imap
