Mods are a 1960's British thing. It is a specific look. Mini skirts, tight suits for men. Scooters were a big part of the Mods life. I don't know how to do a link, but google Mods fashion images and you'll get some good ideas. Another good thing to Google is Quadrophenia, this film epitomised the Mod culture.

I'll be honest, that dress is a bit too fitted and long for the look you're after, and the pattern isn't quite there. But if you're wedded to it, I'd recommend big, white, plastic earrings. Maybe circles.

I agree about the white go-go boots. Check out the last 2 seasons of Mad Men - they have some fabulous costumes relevant to that time period. Geometrics, bright colors.
