I am not a stamper, and really don't want to be, but I keep getting these in kits. I read about the halo system, but it seems to have gone out of business. How can I use these little guys with not a lot of expense?

If the stamps are rubber, I am guessing they have some sort of cling on the back. If they are clear, they cling on their own. You just need some sort of clear block to stick them to. The big box stores have sets of blocks that aren't terribly expensive with a coupon; otherwise you might have things in your home that will work: cutting plates for your Big Shot/Cuttlebug; tic-tac boxes; I've seen people use their Tim Holtz clear ruler.
If the stamps are rubber with no cling, you can just use some double-sided tape to hold them to the block, or you can coat the back of the stamp with some repositionable glue and let it dry to make it cling. I've also heard of people just using a glue stick on the block and the stamp will stick to it.
If you're talking stamps that are really tiny and you're afraid of losing them, you can also slice up bits of wooden dowel and glue them to it permanently

I just put double sided Scotch tape on it and stick onto a block. I've even taped one to a can lid and it worked just as well.

I paint the backs of bare rubber stamps with Alene's Tack-It-Over-and-Over. That turns it into a peel and stick stamp, similar to the clear stamps.
I converted all my wood mounted stamps that way. It got rid of a ton of space and weight when we moved, and they are easier to find and use now.

I didn't realize when I bought an unmounted rubber stamp recently that it had a cling back - there was a protective covering of paper on the back (like a sticker has) that I didn't even notice for a while. Peeled that off and now it sticks to acrylic blocks and stamp positioners.
