I suppose it will be when they can drive. But the nearest big cities here are Baltimore and DC, both of which aren't super safe once you leave the tourist areas. Unfortunately, out here in the suburbs, we don't have great public transportation. We have to drive, or be driven, to a metro or light rail station to get into either city. If we took a local bus, it would require at least 3-4 bus switches, then 2 metro train switches, and probably be at least a 2-3 hour trip into DC. . . something I wouldn't do at 38, much less let a kid do it.
But when I was a kid, there was a park-and-ride bus stop nearby so my friends and I could take 1 bus straight to the Inner Harbor in Baltimore. We started doing that at around age 14 or 15. My parents had no idea and when my father found out, many years later, he was absolutely horrified.

We live in the city, but I'd probaby go with high school age for my DS to ride the bus/light rail. I'm pretty familiar with the bus routes in my area, so I can probably educate him pretty well on how to get around. Also, I'd only let him go with a friend.

we live in the city, so our kids started riding buses at 12/13. by 14, my kid went 2 hours commuting to high school every day...using a train and bus. just had cell phones ready and hidden away.
they didn't take buses late at night til about 16. they learned to do it. I would say your kids are old enough. kids ride the bus here to school...so by 10 kids are riding by themselves.
