I would write it with a comma, because I would pause there if I was saying it aloud. if you follow Gina's suggestion of wording, make sure you use "is" instead of "are", as the word copy is singular.

It is a more stuffy way of saying: Enclosed is a copy of the records from Dr. So and So.

the attorney I work for dictates his letters so I don't want to change the wording around too much. I feel that there should be a comma after enclosed because I feel that there is a pause there too. But he thinks that there should be no comma. I just wanted to get a few different views.
So far 2 to 2...LOL

Pauses don't mean commas, necessarily. "Enclosed" is a preposition and ties to the placement of the documents. Prepositions do not dictate commas.
Therefore, no comma.

I would not use the comma, but I don't really pause after the word "enclosed" when I read this.

So far 2 to 2...LOL If you Google it, many of the hits show that it is a common phrase used in business correspondence and doesn’t have a comma.
