No, but the science works. Swamp coolers operate on the same premise.
I’ve placed a fan over a bin of ice and it provides quite a bit of relief.

Where I take my DD horseback riding. they have 5 gallon buckets that have a fan that sits on top (the fan is made to sit on the bucket) and the option to spray water at you or not.

the science even works even on the smallest level like at your desk. i've done it so i think the bigger bucket method would work too. the key is keeping the area small and as sealed off as possible. it's not air conditioning and you will need a ton of ice and a strong fan. you pretty much have to sit next to the bucket to feel any sense of relief if the rest of the house is hot or the sun is directly hitting the windows and walls of that room. the cool air will dissipate if you can't contain it in a small space.

When my DH used to deliver pizza in his un-airconditioned car (in the summer in Alabama), he stole my mop bucket and would fill it with ice and clip a little fan to the side to blow on him from the passenger seat floorboard. Apparently, it worked well enough that he went through the trouble to buy a bag of ice every day.

Just like the bucket isn't air conditioning, either. It cools the air in the immediate area because it's blowing cold air around.

Never done it, but when I lived in the dorms, we ran the shower on cold and put a fan in front of the door because the jerks wouldn't turn the ac on and it was like 90 degrees in our dorm
