Scrapbook.com mostly, since they have about everything I want. Prices are good and shipping is quick and reasonable. I go to Amazon sometimes as well.

I do pretty much all of my online shopping at Scrapbook Generation. I sub to the kit and just add all my purchases on to it for shipping. They also do a free kit with a $25 purchase the first full weekend of each month.

Some other places I've used recently - etsy.com for travel embellishments and officesupply.com for cardstock and adhesive. Office Supply has a lot of scrappy supplies, but I haven't taken the time to look at them.

PaperIssues usually has 20% off and free shipping over $75. To get complete lines of new product, you really have to keep your eyes peeled. They sell out of some items pretty fast.
A Cherry on Top usually has everything in stock. Shipping is a bit high. They usually have a coupon too, depending on how much you spend.

Another vote for SG and Scrapbook.com - that's where I do most of my shopping. I don't feel like the shipping is too high, and I like having things shipped free with my sub at SG. Although now I've been poking around ACOT lol.
