Gift card to Target or Walmart with a small gift to open like nail polish or a necklace. If she's in foster care as part of an Angel Tree program (assuming that since your mom doesn't know her), she needs money more than anything.

Make-up, nail polish, gift certificate for a mani and/or pedi, gift cards for Target, Walmart or Bath & Body Works.
Can she find out if the county has a shopping event this time of year? Ours does, so I don't bother gifting clothes.
Target & Walmart gift cards are popular and often used to buy phone/data minutes (IME, most of the kids have pay as you go plans).

If she’s in a cold weather zone, how about a nice hat/gloves combo. Fuzzy socks, scented candles, coffee mug with flavored tea/coffee. Candy. Fuzzy blanket.
Bath bombs, face masks, the “extras” of personal care items. The fun stuff.
Just thinking of all the fun yet generic stuff my teen girl loves.

On another thread, I asked for ideas for filling Caboodles for teens. The large-sized "On the Go Girl" styles are $20.00 at Target and you can get them even cheaper on Amazon. Ulta has 5 for $5 stocking stuffers right now and people gave me other ideas, so I'm still gathering things. My thought is that even a teen girl who doesn't like makeup would like a place to keep her treasures.

I've worked with foster kids, and buying for them can be really difficult, especially if you don't know anything about the home they're in. I would be wary of any kind of cash or gift card for fear that it would disappear before it got to the child (there are lots of great foster parents, but there are also plenty who do it for the stipend) or that the child wouldn't have transportation to a place to redeem a gift card.
I like the idea above of a hat, scarf, gloves, or fuzzy socks. What about a Kohl's throw and a hot chocolate kit? Maybe a puzzle or game? A journal and fancy pens or nice colored pencils.
I'd also avoid anything too overtly girly if you don't know anything about the child. One of my teen girls is not girly at all.

Something like this^^^^ . put in a cute bag or back pack because when in foster care you can move around a lot and something other than a garbage bag to carry your stuff is useful.
