Gift card to Hobby Lobby, Michaels, or local scrapbook store.
Like with anything and everything, one's scrapbook style is based on one's personal taste and it's not a "one size fits all" theory. What one may like, another may not.
In general, "it's the thought that counts". With that said... Not being rude, but unless you have scrapbooked with the person and know their style really well, I would let them select what scrapbook stuff they want via a gift card gift. Otherwise, your gift may go unused and eventually donated or put in the trash. Not trying to sound ungrateful, simply stating a possible reality.
I always receive any gift with a heartfelt and polite "thank you for the gift, and for thinking of me and your generosity", even if it's something I would never use.

Or a gift card to Scrapbook.com or another online scrap store. It is hard to gift an avid scrapbooker not knowing what they already have.

What is your budget? I used Sayabell Stamps to order a custom stamp for my BFF to stamp the back of cards. It said “Created by BFF” and I even used her own signature. I did do the design myself and submitted it, but I believe they will help you with a custom design. I thought they did a nice job!

The problem with giving avid scrapbookers a gift is they already have it all! So check what she already has and uses and maybe do an upgrade on somthing. Depending on your budget maybe upgrade her cutting maching to an electronic version or a better set of scissors like the Tim Holtz set, perhaps a smaller version of a misti or score board (I love my mimi misti and mini score board. In other words take what she has and you know she uses and get a better version of it or a different version of it.

The absolute best thing I have bought recently is the Tonic /Tim Holtz glass media mat. If she hasn`t already got one of these it would make a perfect pressie.

I love the idea of the custom stamp Basket1lady suggested, but I am not a big gift card fan. What is the occasion you are giving the gift for? If it is a birthday gift, then a gift card is fine, but if it's a personal gift, say for a visit to a friend, then I love the idea of going to a scrapbook store, or Tuesday Morning and picking out a selection of smaller craft items. They have cute 6x6 books, with some ink pads and pens - stuff like that you always need - along with some mints or wrapped chocolates. It's more personal. Even though I have a ton, and way more than I even thought I had (as I am cleaning and discovering), that is still a fun gift.
