(CNN) The Pentagon has diverted an additional $1.5 billion in Defense Department funds from various accounts in order to fund President Donald Trump's border wall, acting Defense Secretary Patrick Shanahan told reporters Friday.He said the military has found a way to reprogram the $1.5 billion without harming readiness. However, he added that the Pentagon wouldn't be diverting any more funds to the wall. "I won't be reprogramming any more money for the border wall," Shanahan said. "There was a billion and a half dollars that was reprogrammed, some of it did come from money we are underrunning or saving or whatever terminology you want to use from Afghanistan. But we have very smart people here in the department and we found ways to do this without having any impact on readiness." Some of the diverted money will be taken from personnel accounts and an account for training and equipping Afghan security forces, according to a document provided to Congress and obtained by CNN. The money will pay for "fence replacement on four additional projects in and around Tucson, AZ, and El Centro, TX, totaling 78.25 miles," Pentagon spokesman Tom Crosson told CNN. The news comes as Shanahan has asked Congress for $1.8 billion in additional money for this fiscal year to help repair damage done to military installations by recent hurricanes.The decision to reprogram money toward the border wall and not hurricane recovery was slammed by the senior Democrat on the Senate Appropriations Subcommittee on Defense. "Today, the Defense Department will divert another $1.5 billion from our military to the 'big & beautiful' border wall," Sen. Dick Durbin wrote on Twitter. "The Pentagon has now reprogrammed 12 times more money to the wall than for repairs at Tyndall AFB, destroyed by Hurricane Michael. We should put troops first!" ** However, the Pentagon has argued that it does not need lawmaker approval to move the money around. Congress has responded by threatening to remove the Defense Department's ability to move money from one account to another, something known as reprogramming. "The Department of Defense has ignored decades of precedent and cooperation with the Congress in carrying out a transfer of funds without regard to any consultation with the Appropriations Committee," a group of 10 Democratic senators wrote in a letter to Shanahan on Friday. “A United Nations report released this week found that one-eighth of the world’s animals and plants are at risk of extinction and that biodiversity was declining at an “unprecedented pace,” but David Bernhardt, U.S. Secretary of the Interior, said this dire portrait won’t stop the Trump administration from ending protections for endangered species in the United States.
“We didn’t start doing them to not do them,” Bernhardt said of the Department of the Interior's policy revisions to limit protections for threatened animals and to factor the cost to corporations into protecting endangered species, in an interview with The Washington Post published Friday.
Bernhardt said that he had not yet been fully briefed on the United Nations report, but that he was aware of it.
The report, written by 145 researchers from 50 countries over the last three years, warned that the planet was already in the midst of a “mass extinction event” with more than 1 million species eradicated because of human actions. Climate change, a lack of environmental stewardship and mass industrialization have all contributed to the loss, said the report.
Biodiversity and nature’s contributions to people are our common heritage and humanity’s most important life-supporting ‘safety net,’” Sandra Diaz, co-chair of the report, said in a statement. “But our safety net is stretched almost to breaking point.”
The Trump administration has long sought to ease protections for endangered species that hinder the gas and oil industry.
In July, the president proposed ending protections for species that are designated as “threatened” and not endangered. His administration also floated making it easier to remove species from the endangered list, and for the economic impact of protecting species to be considered before adding them to the list.
The Trump administration will also stop fining companies or individuals for the unintentional killing of birds, like the million-plus birds killed during the 2010 Deepwater Horizon oil spill in the Gulf of Mexico.
The Endangered Species Act places “unnecessary regulatory burden” on companies, wrote Bernhardt in a Washington Post op-ed.
Environmental advocates say the White House is moving in the wrong direction, and some groups are prepared to challenge the regulatory rollback in court, if needed.
"The UN report shows that if we're serious about protecting species not just for their own worth, but in order to save ourselves, we need to increase protections rather than decrease them," said Drew Caputo, Earthjustice vice president of litigation for lands, wildlife and oceans, in a statement. "The administration's attempt to gut the Endangered Species Act is, as this report shows, a full-speed-ahead course of action in exactly the wrong direction. It's also totally illegal. If they finalize those rollbacks, we'll see them in court."
In March it was revealed that Bernhardt had worked to block a report by scientists at the Fish and Wildlife Service that found the use of three popular pesticides could “jeopardize the continued existence” of more than 1,200 endangered animals and plants. The report may have led to tighter regulations on the chemicals. Bernhardt, then deputy secretary of the interior, stopped the release of the report and instead instituted a new set of loose rules used to determine if pesticides were dangerous.

“Last September, Donald Trump sat down with a far-right website and peddled a new reason to question Special Counsel Robert Mueller's credibility. "I could give you 100 pictures of him and [former FBI Director James] Comey hugging and kissing each other," the president said.
It prompted BuzzFeed to submit a records request with the FBI. The Bureau concluded it had "no pictures of Mueller and Comey embracing each other. None."
Nevertheless, this remains on the president's mind. A reporter asked Trump yesterday whether he intends to allow the special counsel to testify to Congress, and as part of the president's 665-word answer, we were treated to this gem:
"...Bob Mueller is no friend of mine. I had conflicts with him. We had a business dispute. We had somebody that is in love with James Comey. He liked James Comey. They were very good friends; supposedly, best friends. Maybe not, but supposedly, best friends. You look at the picture file and you see hundreds of pictures of him and Comey."
Let's quickly run through some of the more obvious factual errors. Trump did not have actual "conflicts" with Mueller, and there was no meaningful "business dispute." What's more, as the Associated Press has reported, "Though James Comey succeeded Mueller as FBI director, and though they served together in the Bush administration, the men are not known to be social friends. There is certainly no evidence, as Trump has repeatedly suggested, that they are 'best friends.'"
There's even less evidence of the two former FBI directors being "in love" with one another.
Meanwhile, I'm not at all sure what a "picture file" is, or why Trump has been preoccupied for months with photographs ostensibly featuring both Comey and Mueller. It's not even clear what it would prove if some kind of connections between the two men were documented. (Trump is convinced that Comey is a nefarious criminal, but that isn't true, either.)
But the broader significance of this goes well beyond the president's weird whining. What matters more is the fact that the White House still can't quite figure out what to say about Mueller's findings.
Indeed, yesterday's presidential tirade made the transition from talk of "picture files" to related complaints -- each of which are demonstrably false -- about the Mueller probe and the federal investigators involved with uncovering the truth.
I wasn't in the room, but the question that kept coming to mind watching Trump go on and on was, "Aren't you the guy who told us the Mueller report 'totally exonerated' you?"
The president can't seem to make up his mind. He believes Mueller acted "honorably" when performing his duties and produced a report that "could not have been better" for the White House. He also believes Mueller was burdened by unforgivable conflicts of interest, oversaw an illegal probe, and was even photographed with that rascally Jim Comey, which is obviously proof of ... something.
Unsure which of these competing lines is the most politically effective, Trump ends up pushing both, indifferent to the contradiction.

The Department of Housing and Urban Development (HUD) on Friday estimated that more than 55,000 children who are legal U.S. residents or citizens could be displaced by a Trump administration plan to expel undocumented immigrants from public housing, according to The Washington Post. The proposed rule, published Friday, would tighten regulations on undocumented immigrants who have been granted access to subsidized housing, which HUD Secretary Ben Carson said last month would “make certain our scarce public resources help those who are legally entitled to it.” The agency's review found that half of those facing eviction under the plan are children legally qualified for the public assistance, the Post reported. Current regulations allow families of mixed immigration status to receive federal housing subsidies as long as one member of the family is eligible. The new rule, proposed by White House aide and immigration hard-liner Stephen Miller, would require every member of the household to be of “eligible immigration status.” The HUD analysis shows that roughly 25,000 households, representing about 108,000 people, have at least one person who would be ineligible.Among the mixed households — the majority of which are in California, Texas and New York — 76,000 people, including 55,000 children, are legally eligible for federally subsidized housing. “HUD expects that fear of the family being separated would lead to prompt evacuation by most mixed households,” the analysis said. “Temporary homelessness could arise for a household, if they are unable to find alternative housing.” ** The plan proposes “less costly” options to limit the “adverse impact of the transition on eligible children,” including allowing mixed-status families to stay in subsidized housing and only applying the proposal to new households seeking federal funds. ** thehill.com/homenews/administration/443070-trump-admin-plan-to-kick-undocumented-immigrants-out-of-public25,000 households..... are the HUD estimates! The mixed-status households that are federally subsidized receive an average of $8,400 a year, the analysis said. Restricting aid to families in which all members are eligible would cost between $193 million and $227 million more each year because entire families would receive higher subsidies, HUD said in its analysis.
Recognizing that Congress would likely not appropriate the additional funds, the analysis found that HUD could be forced to “reduce the quantity and quality of assisted housing in response to higher costs.” As a result, “there could be fewer households served under the housing choice vouchers program.”
Why would the gov’t evict households that have an American citizen or legal immigrant member eligible for the benefit with net effects of (1) rendering families with legal status members, including children, homeless; (2) reducing the housing stock; (3) reducing the number of eligible people served; (4) forcing the possible separation of families; and (5) exacerbating the homelessness problem? Where is the sense in that? HUD already bases the benefit on the number of citizens or legal immigrants in the household. The undocumented immigrant family member is already excluded and that’s why the subsidy is prorated. And everyone’s income, regardless of status, is part of the formula in calculating how much rent they pay. History is full of purges of human beings. They are acts to be condemned, not emulated.
