I'm not sure where you are located by many places have "drives" that match people up with charities looking for volunteers. Maybe contact your local United Way agency or any other charity that he has an interest in and see if they have any volunteer opportunities for someone stuck in a hospital with no mobility. Stuffing envelopes is the first thing that comes to mind.

Origami cranes. There is a legend about 1000 cranes. The cranes symbolize hope. They can be assembled and sent on or keep them as a sign of hope for himself. Hope he gets the care he needs.

You mentioned he likes First Aid....maybe the Red Cross will have something he can do (put together first aid kits or something similar). How about contacting the local emergency services and see if they need anything. Here, there are stuffed animal drives for officers to keep in their cars to give to children in stressful situations. Not saying he can do a teddy bear drive, but maybe there are some other things they might need done.

What did he do before his injury? Could he teach that skill to others? Is there a college prof or school teacher that would be willing to work with him to either bring students to him or set something up electronically?

I vote for scale modeling. My husband does this and it is way more than just glueing pieces together. There are a lot of online groups that make custom scratch built parts and talk about them online. Also, there is a whole of part for remote controlled one. There is probably a club somewhere near him that might visit him in the hospital. It can be all encompassing and it is international. ETA: If you go this route let me know and I will ask about online groups.

Does he read? Adult coloring books Word search Puzzles I'm surprised he's not being kept busy with various therapies. He's had a little occupational therapy but almost no physio. I'm gobsmacked that they aren't keeping his legs in any kind of condition. His feet have dropped and he's lost 27lbs in muscle mass in 2 months. No other therapies at all. No he doesn't enjoy books, and I think colouring would be regarded as for kids, not men. He does puzzles on his laptop already. I think he would be best fulfilled by doing something for other people, not just mindless time-wasting. He has lost any sense of his purpose on this planet. If he could do something that could make a difference to someone else, he would feel useful and needed. That is really kind of you, to think of him with this perspective. I had been in kind of a similar situation a few years back, and your sense of purpose is the first thing to go.

What about participating in a citizen scientist project? There are a bunch on Zooniverse and others out there. Lots of ones like helping to categorize stars, but also zoology and other topics.

I know he thinks knitting is girlie, but I know of quite a few men who loom knit. They make hats and send to charities, cancer centers etc. It's quite easy to learn and would keep his hands busy while he watches tv or movies or what not. I actually have looms here that I would be willing to send if he would like them...I could also send some yarn out.
