I have used a program called photo sheet, you can find it on photility.com and it is free

I used Paint Shop to make my own templates and it took FOREVER to do it one photo at a time. One thing I did, though, was buy a 2x2 punch. I am SO GLAD I did. I don't have to cut my photos down with a paper trimmer. I also like it because I always have photos where only part of the photo is good, like photos that are taken a bit too far away, so now I just punch out what small bit I want in my mini album.
