Religion aside, that woman looks a bit crazy in her DL photo.

2 years ago it was Texas, last year New York.
California, Utah, Georgia and Michigan also apprentaly allow it as the ruling allowing religious head coverings. But I haven't found the years for them.

I guess, as an atheist, I am offended by her sort of behaviour.

This is like the church of satan suing for inclusion in school curricula when other religions are having an influence on what's given out or taught to the kids in a public school. It's meant to make people think about how far we want to go to have all these (kind of petty) allowances for different belief systems. I think many, many people will say we should go as far as we have to in order to accommodate every belief system and personal preference. Other people disagree, and there aren't too many ways to express that in the same venue and context. A DL photo is kind of funny, guess she feels strongly about it.
