The past couple of days my right foot has been bothering me. It's under the ball of my foot, and to the right a little. About 2 inches below my second toe. Does that sound like plantar fasciitis or is that more in the heel?

Well, PF is typically described as being in the heel. But here's a picture from Mayo Clinic showing the fascia. (Click it to enlarge.) It connects the heel to the toes... I suppose you could have tears near the toe instead (although I don't know if they'd still call that PF). But plantar warts can occur in the ball of your foot and can be painful.

The most common place to feel PF is near the heel but it can be felt elsewhere in the sole. But if it's a very localised pain under your second toe it could be a stretched ligament relating to that toe.
Do you notice changes in pain during the day? PF is usually worse first thing in the morning.

PF is usually worse first thing in the morning. It's been all day the past couple days. It's not near the heel, more the upper part of my foot, so probably not PF. I have been walking on the side of my foot and rolling my arch on a small, plastic (with soft "spikes") which feels great! I don't remember doing anything that could have injured my foot, so that's why I have no idea what this is.

May be. Morton's neuroma can cause a very painful burning or sharp pain in your foot that feels worse when you walk. It may feel like a small lump inside the ball of your foot. It is usually between the third and fourth toes, but it can also be between other toes. I suffered for a long time. Had foot expats. Before seeing a podiatrist. He knew immediately what it was. Had some steroid shots Pain free. If flairs up take ibuprofen. Don't wear heels
