Until October 1, the water department in my town provided some awesome garbage bags. They are thick, black 55 gallon (at least) bags that don’t rip. They provided two huge rolls a year free and sold extras for $9 a roll. Which is cheap as hell considering the quality.
Apparently, the state has told them they can no longer sell bags.
So I’m looking for alternatives. I want a bag that’s not going to rip or bust. (I could fill one of these these bags with heavy shit where I could barely pick it up, and it still wouldn’t bust/tear/stretch).
It’s been so long since I’ve bought retail garbage bags, I don’t know what’s good and what’s crap. What is everybody’s preferred brand/style?

Ugh. It's all crap. We've resorted to expensive Method bags from Bed, Bath and Beyond. Worth every damn penny I spend on them.

I get the ones at Target that are the knock-offs of the glad force flex. I like them BETTER than the glad because the glad bags smell awful (and, the last time I bought the glad, I didn't think they were as good as the target.) You can't see it very well in the picture, but they have kind of a weave imprint. It's the most tear-resistent bag I've used. They're only 30 gallon though. While I was looking for those to link to, I found these extra strong ones. But those are also only 30 gallon.

can you call the water department and ask where they bought them? Perhaps you can set up a group buy with your neighbours?

We buy the Costco ones. I think they are 45 gallon and 1.2 or 1.3 mil.

There’s a janitorial supply place near me that I buy heavy dusty bags from. Regular weekly kitchen bags I just get the ones from wall mark. It smells before it’s full so I take it out often and don’t worry about it because they are half full

Check out contractor clean-up bags. Lowe's, Home Depot, Walmart. We use those to pack up stuff to put in the truck bed when we travel. They have never leaked and are much sturdier than any you buy from Hefty.

Costco here too. I don't use the heavy black bags for everyday trash and regular trash bags don't rip if you don't overload them.

He said the woman was really rude to him and just said they weren’t allowed to sell them anymore and just looked at him. He didn’t think to ask where. I’ll probably call tomorrow to see if they’ll tell me.

Check out contractor clean-up bags. Lowe's, Home Depot, Walmart. We use those to pack up stuff to put in the truck bed when we travel. They have never leaked and are much sturdier than any you buy from Hefty. These contractor bags are what I get for my salon. Never leak, and no smells (perm) escape once they are tied up. At walmart they are located near the large outdoor garbage cans, not with normal trash bags.

Our pickup is curbside bag pickup that is contracted from a private company, which is why I prefer the extra heavy bag. Even our cheap small bags go inside one of the heavy ones before we take to street. The men will pickup and empty cans, but technically, their contract with the town only stays “curbside bag pickup”. I’ve been in a townhall meeting where the representative from the company said he allows his men to empty cans but that is a curtesy, and not part of the contract with the town.
I just did some searching on Facebook and found where my neighbor commented on someone’s status about the bags. Read in the comments that someone from water department said they are similar to bags from Lowe’s. I’m betting they are contractor bags. I’ll going to see what I can find.
Bought the thickest bags at the grocery store tonight, just because we are out and didn’t feel like trying Walmart. Thanks everyone for your suggestions!

I was going to suggest the lawn and leaf bags, which are pretty thick. The thickness is printed on most bag boxes, near where the dimensions are listed. It sounds like you have some research to do!

Contractor bags at Lowes is a great suggestion!
For kitchen bags, the ones I absolutely detest are the ones with Febreeze. It's already really strong when the bags are empty. Smelly garbage is nasty, and adding Febreeze doesn't cover the smell, it just makes it worse.

My husband's employer bought some really nice thick contractor bags just before hurricane Irma to cover all of the office computers and monitors in case of roof leaks. I think he said they came from Sam's Club. Dh's brought a few home after the storm since they were being thrown away after just sitting over the equipment for a couple of days. Really the thickest bags I've ever seen and they folded flat easily.

Yep. Contractor bags are what you are looking for. We use them for outside trash. They are really thick and I've never had one rip.

I always buy Glad 30 gallon bags that have self ties. Four little corners that stick up. I don't like the flex style or ones with a drawstring. They come in boxes of 40 and I purchase them at Walmart.

Another vote for the Costco Kirkland Signature bags. We get both the tall kitchen bags for regular trash and the big black ones for heavy duty trash.
