I won an item on the night of Sept. 7th. Paid on Sept. 8th. She shipped on Sept. 11th. The USPS tracking number indicated that the package should be delivered by the 18th. It was coming from CA to FL. I ordered it for a gift to be given on the 19th. I checked on it several times and there was never any movement on the package. At first I didn't think anything about it because the USPS isn't always accurate. When it didn't show up on the 18th, I contacted the seller - through ebay - and asked her to check on the package.
Today, she responds and apologizes that it happened. Says she mailed several packages on same day and all of those were delivered just fine. She states that the package is now moving and leaving CA today. She then says "I paid $11.55 for shipping and I only charged you $4.99, but I am willing to refund you the $4.99 for the problem. Please let me know if you would like the $4.99."
I had to give another gift. I didn't really expect a refund of shipping, just help locating the package. But, it kind of irritated me that she stated she PAID $11.55 but only charged me $4.99. Almost like she was put out.
Should I take the $4.99? I mean, it isn't her fault if in fact the postal service mishandled the package.

If you have proof she mailed it when she said she did, I'd probably not take the 4.99. Did she mail it priority like she was supposed to?

So, I have no way of knowing how she shipped it until I receive it. The tracking number doesn't indicate anything other than it has a tracking number.

I really wouldn't call this a purchase problem - it is obviously a UPS problem. She researched it for you - you had a reference number, you could have called UPS yourself, and generously offered to refund what you paid for shipping. Whether she told you how much she paid or not, you would have seen it on the shipping label when it arrived. I honestly don't think you have any cause to be irritated with her.

I wouldn't respond until you receive the package and look at the postage date. It sounds like she messed up on her end.
If she initially paid $11.55 for shipping and indeed mailed it on the 11th, it should NOT be finally moving on the 18th. That's a priority price, not a slower parcel package price. It just doesn't add up to me. I think she messed up and didn't mail your package until you contacted her.
I would go as far as to return it to her since you had to replace that item. Ebay and Paypal are great at helping buyers iron out issues to their advantage.

The pkg is still in CA and now it's magically moving? She could have easily purchased the initial postage online on the 11th, but didn't mail it until later. It sounds like she made a mistake and was trying to rush the package to you. Mistakes are human, but I would take the $4.99. Can you use the item as your friend's Christmas gift?

I would wait until you have the package in your hands to decide what to do. Look at the label and see if there is any info on it such as price paid and date mailed. Honestly I would probably just chalk it up to one of those things and not worry about the $4.99. I've had crappy shipping experiences as a buyer and a seller and sometimes it truly isn't anyone's fault.

If she printed the label at home, though, it's only going to show the date she printed it. If she printed the label and it sat for five days, the label isn't going to tell you that. If it never said "Accepted at ____" until after you contacted her, then I can almost guarantee she didn't drop it off when she thought she did.
If she printed the label at home, she also had the option to hide the postage amount. (Why that's allowed, I don't know.)

I ship packages from ebay on a daily basis. If the tracking is verified that she shipped on the day she said she did and it got stuck in California, the tracking will show all of this. Sometimes my packages get stuck, and I call the usps about them, they magically appear and the tracking starts moving again. If she made an inquiry, the usps will find the package and it will start moving. I say check your tracking number. It will say when the package was accepted. USPS does flub up sometimes, through no fault of the seller. My first class packages have been taking forever to get where they are going. Priority mail is 99 percent on time. I am do believe you got priority mail though because first class is for 13 oz or under.

Mistakes happen and though it may (or may not) be her fault - she has offered a refund and it is indeed on its way. I like to step outside of the situation and ask how I might like to be treated if I were the shipper. It is a bummer that you did have to get a replacement gift but at least this item will still be a usable gift in a couple of months. I would be telling myself that she simply helped me get a jump on my Christmas shopping heehee. In the big scheme of things, we have so many more things we can stress over on a daily basis, something i have to remind myself of frequently, that I would not let this be added to that list

You can easily tell when she shipped because the PO or mail carrier will scan the package immediately after it's mailed. This info shows up under "Accepted at ...."

As others have pointed out, it certainly looks as if she printed the mailing label on the 11th, but just never took it to the post office. That's on her.
I will point out that if you check tracking THROUGH Ebay, it's often not up-to-date. I get better, more detailed information when I copy/paste the tracking number into the USPS website.

I have to say that a couple of packgaes I ordered through both eBay and Etsy got "stuck" in theor home states for over a week, before I saw any movement via USPA tracking. And both of these were ordered around the same time as yours. I don't know what's going on, but I'm wondering if the postal service in general is being held up due to increased security measures? Has anyone heard anything about that?

I would wait until you receive the package to decide what to do. I have had packages lost in the mail before. And I have made errors that have led to me having to fork out some of my own funds to pay for shipping as well. There is no way to be sure if it was her error or the postal service's error until it arrives. I personally would not want to assume she was lying, make my choice based on that, and then find out she was not. I would feel completely awful if that happened. Ebay is for the buyers, so you can wait and then contact ebay if you want more done about the issue.

Yep, you're right. The barcode can be scanned to show what was paid. Also, if you do receive a package with no price, you can use the USPS website's postage calculator to see if you were overcharged. Just enter your zip, the sender's zip, and the weight (which is always printed on the labels) and it will spit out all forms of postage available and the cost for each. (of course, if the person paid for the shipping right at the post office the weight may not show up on it, but int hat case, the shipping amount will show up, so you're still good. )

If she offered the 4.99 then just take it. But as a rule I never order that close in time.. sometimes it take 3 weeks to get an item..
