Buy her tickets for an event or dinner. Is there a local theatre? great restaurant? winery tour?sporting event? dinner cruise? Something that she enjoys?

Consumables -- so fancy coffee or tea. A special set of jams or preserves. A bottle of wine. Depending on the sense of humor of the recipient, some poo-pouri, plants for any balcony she might have.
Or something that works to reduce clutter -- so out of your price range, but a kindle. Or gift certificate for itunes or Amazon so she can build a digital media library to replace physical-space-taking things.
To my mind, the event of her retirement doesn't really call for gifting from family -- that would be a co-worker or employer gift giving time. From family, just a celebratory "Yay, you made this milestone" token is the most that's needed.

I just retired a week ago and got some amazing gifts, but I loved the gift cards too! They can be to a place to eat or have coffee, thereby not making more "stuff". I also got quite a few to Amazon, so that will be for anything. I don't know if she wears jewelry, but I got a necklace that has three things on it - one a round disc with my initials, one a small rectangle with 2015 on it, and one outline apple. (I was a teacher.) I would think a personalization place or etsy would work for something like that. My family all gave me gifts and many of them were gift cards. I didn't think that was unsentimental because they were all for places I go (restaurants, nail place, Amazon, Michaels) and enjoy. HTH!!

Does she have a hobby that she will be able to spend more time on now that she's retired? A GC to a store where she buys supplies may be a nice idea.

How long has she been in her current home, is it sentimental to her? I saw in a magazine, 6 different Etsy shops that will do hand drawn portraits of your house if you send them a picture. I think this is a great gift for someone that has been in a home for a long time, whether they are moving from it or not. You could put it in a really nice frame-would be a great rememberance. I am at an age where I have downsized and don't want any more stuff. I love restaurant gift cards, Amazon gift cards and consumable things. But only consumable things I'll actually use. I don't like or use candles, coffee, tea, wine with the exception of certain ones, jams, dark chocolate... Unless you know your MIL absolutely will use it, it can become clutter just like another knickknack.

Somewhat like a drawing of the home she is moving from, I once made one of those scrapping shadow box/printer trays where I included a photo of the 2 houses they had lived in and a photo of their new home and included a decorative key and the quote, "No matter what, no matter where, it's always home when love is there."

I just retired too. I got lots of gc and LOVE them. My favorite was to Tuesday Morning. She might want to update her kitchen towels or linens.

Is the door to her condo an exterior door? And does she live by you?
If the answer to both of those questions is yes, how about a nice welcome mat, one that is actually functional (like harder bristles, more like a brush than a towel texture). It'll be nice if it is a little rainy and muddy out, but come the first snow (assuming she lives near you), it'll be nice to have.
(I asked about exterior door because in my apartment building, we are not supposed to have anything in the hall, including mats, even though people ignore that rule-- it's part of the fire code. I was thinking that if the door to her condo is outside, that shouldn't be a problem. If it's inside, there may or may not be a rule.)

DH and I both retired about a month and a half ago. We had a party, and we really just wanted people to come celebrate with us - we didn't expect gifts. But we received a lot of gift cards to restaurants, a few bottles of wine, and some other things. My favorite gift card was one from my co-workers to Bed, Bath & Beyond because we are moving to a new house. I can't wait to use it and start decorating!

My Dad always wanted to learn to paint... so we got him some painting lessons... he enjoyed them but doesn't paint today.. but at least he got to try.
