And to answer your question, no I would not change the child again given these circumstances and our director would back me up. I can't believe the admin would want to put the school in the position of these parents making accusations about you again.

I would create a log where I would write down the date, time, and type of change required, as well as 2 signature places at the end of the row. Then, I would absolutely mandate that someone else be in the room when I changed that kid. At the end of the change, both of you sign the log. You could go even further to include a space where you write a brief note detailing the change, where you would document your actions, as well as any behaviors the child engaged in (SIB, stims, echoics, etc).
I would not flat out refuse to change them, as that is cruel. It is not their fault that they have gone to the bathroom, and their needs must be addressed until they are toilet trained.
Is there a toilet training program in place at the moment? If not, there absolutely should be.

Are talking about diaper changing or toileting ? When I think of the word change I think diaper.

Your scenario is one of the reasons I decided teaching is not for me. It is too easy to be accused of something for no reason.
