Some of my fave photos of DS were those when he was naked, age 3 or 4, backlit by the sun, playing in the sprinkler.
My second fave is one of our play group, around the same age, lined up for a race, taken from the back. Some were topless, some were bottomless, some the full Monty.
I'm an abuse survivor and I'm not uncomfortable in the least. As someone mentioned, kids are more likely to be abused by family or someone they know--as in my case.

Both my boys are Aspies, and have texture sensitivities. When they were younger, they much preferred no clothes, and I didn't worry as long as we were inside or in the backyard. When we went out, it was lightweight t shirts, no buttons, cotton shorts with the seams on the outsides, and shoes were a NIGHTMARE. At 4 I don't think it's a huge deal, but the lack of supervision would concern me more than the nudity. 14 year old DS STILL strips off the minute he gets home from school. He wears long cotton boxers that look like lightweight sports shorts, but that's as naked as I'm prepared to allow. 19 year old DS turns his t shirts inside out the minute he gets home from uni because the seams bother him. They both manage appropriate clothing when they're out and about, though.

My younger DS has autism and was extremely sensitive to clothing. At that age, he was competent enough to be trusted in a fenced in environment, but it never failed that he would strip down to nothing. He has outgrown a lot of that sensitivity, however. I remember being so excited when he decided he wanted to wear jeans like his big brother. The OP has said that isn't the issue here though so I'm not sure how I feel. We live in a rural area with no neighbors within sight so what I'd view as ok at my home probably wouldn't translate into a city or suburban neighborhood.

On the contrary side to the dislike of little kids playing in the buff, I have heard and read, (even in person from both a teacher and 2 pediatricians) the suggestion to let potty training kids run around naked because it helps them realize exactly what is happening right when it happens. And they specified doing it in nice weather so the kids can be outside instead of making a possible mess in the house. So not all Americans are concerned about nudity in little kids. (Heck, I'm not really concerned about nudity at all.)

Apparently underpants is the proper Lego building, play-doh modelling, & naptime attire for some kids their age. (But when he wants to play in the sandbox, he asks for a bathing suit. )

I think it is inappropriate. When I was 10, a neighbor had a grandchild who would run around naked (hippie parents, lol) until he was at least 6 or 7. It made me very uncomfortable as a girl to see him naked. And I had 4 brothers.

We were at a large water park a few weeks ago and I saw a family in line. They had a daughter who looked to be about 9 or 10. She was wearing only pink swim shorts. No top. She did not have breast buds or anything, but I was shocked to see that- then they passed us and I heard them speaking a Germanic sounding language. That cleared it up! It didn't bother me, but I wonder if anyone said anything to them.

Does it make a difference if I tell you they are always out there alone and the little one ended up unattended on my front porch two weeks ago? In that case, I'd go with "Mom fell asleep on the couch and the kids snuck outside to play, where it's too hot to wear clothes."

Bless you. LOL! My family listened to Ray Stevens when I was younger. I'll start singing one of his songs and my kids look at me like I'm crazy.
