As a jewelry maker I would suggest not buying tools or supplies unless you know exactly what they need/like. I’ve had well meaning friends give me gifts that are just junk. Sorry to be so blunt but it’s true.
I’d give them a GC to their favorite online jewelry supply shop! If you need suggestions, tell me what type of jewelry they like to make and maybe I can help with that.

Plus you don’t know what tools they may have.
Maybe a subscription to lapidary journal (my favorite) or a bead one if she does that. There’s some rock & gems one also. Magazines.com has them. But I’d check first if they already get them. The gift card to the online supplier is a great idea too.

Fire Mountain Gems is a good online resource and I bet they have GC's. I've ordered from Fire Mountain Gems as well as artbeads.com. If you know what kind of jewelry she likes to make, artbeads has several kits. This one really caught my eye even though I don't know how to do that fancy beading (I'm thinking I might buy the kit and commission a friend to complete it for me). I also think this one is neat. But I do think they require a particular skill set (bead weaving). There might be some others that are friendly to other techniques.

MichyM makes beautiful bracelets!! I look upon gifts a bit differently...... Something I will be doing soon! Go to Dollar Tree and buy a bag of small 'river' rocks in the crafty section. Don't look around at all the other things because t only a dollar you will buy too much! Get box, put cash or gift card in the box with the rocks. I have always wanted to give someone a 'box of rocks'!!
