I would say to start by looking around online (Pinterest, Split Coast Stampers, etc.) to find some examples of the look you want to achieve and see what medium was used, then go from there to find tutorials, etc. The reason why I suggest this is because just about anything you would like to try (watercolor markers, Copics, colored pencils, watercolors, etc.) will cost you something initially for a decent quality basic set of colors. If you already own a nice set of markers or whatever, that would be the most logical place to start. When you have determined what you would like to start with, it will be easier for others to direct you to specific tutorials, videos and blogs that will help get you going.

I think it easiest to learn to water color stamps with tim holtz markers...you can play with blending and color saturation with minimal expense....then if you decide you like to color you move the alcohol markers and watercolor sets.....

If you go this route, you will probably want to stamp with a waterproof ink (and let it dry well) so your images don't bleed when you add the color. If you look at Tim Holtz's blog he has a lot of stamping and coloring technique videos linked.

Watch Jennifer McGuire, Nicole Magourik & Kristina Werner. You can google their names & they all have blogs & youtube that show lots of coloring. From Copics, Spectrum, Watercolor, Markers, Pencils etc.

I started with Prisma Colored Pencils and Gamsol (mineral spirits). Jennifer McGuire has a great video on her site and you can search youtube for a lot more. I think that would be a good place to start, especially if you ever plan to start using Copic markers. A lot of the shading and blending techniques are the same, imo.
Plus, the colored pencils are a lot cheaper to start out with. You can get them at M's or J's with a coupon...sometimes even Aaron Brothers. I bought a lot of mine those from dickblick.com I think they have some of the best prices out there and you can buy individual pencils instead of a complete set.
