My child is going to some con event. The outfit is pretty simple but she is trying to be as accurate as possible. Any ideas how to make this necklace? I'm only creative as a situation dictates and I did go to Michael's and JoAnne's but didn't see anything to use.

Can you ask her who the character is and the show s/he is from? I kind of want to google and see if there are any tips out there.
I feel like you could make this with some clear stringing wire, a little weaving, and the right beads, but I'm not entirely sure where I'd start looking. Looks like you could use some gold coin/disc shapes, and need some teardrop pendants/drops. The solid pieces in the first layer might be harder, so you might have to just use smaller square beads to make a rectangle.
And when is this event?

ETA- all the jewelry is supposed to be gold. She has the bracelets worked out. Thankfully.

I would make it out of duct tape and use a rub on bronze finish from the craft store. You could look for gold duct tape, too. I did this to make a knife sheath for a cosplay event at the library with black tape and bronze rub on and it worked great! You can add the rub on finish as light or heavy as you need to create the "gold" effect. Here is a link to the finish I used... metallic finish

Thin leather, plastic or (cereal box type) cardboard cut and spray painted? At least that looks like what is used here:

I almost always end up using polymer clay and air dry clay. It gives you the most control- the earings and necklace would be easy to make out of gold fimo, or clay and spray paint gold. The earrings would be very easy with fimo and you can embed the posts in it before you bake it.

The earrings would be very easy with fimo and you can embed the posts in it before you bake it. This is what I would use too. It’s probably the easiest thing to make into the shapes you need. Be sure you put the holes in it before you bake the pieces because it’s way easier than trying to drill holes in the hardened clay. Another option would be 3D printing, but that requires a whole different skill set and access to a 3D printer.

Well, end of next week wouldn't be enough time (to order online) even if I did find actual beads I thought would work, so I'm glad the other peas have great ideas! I like the suggestion for fimo/clay.

Painted with acrylic then highlighted.

either clay or cardboard. If you mod podge two layers of cereal box together they peices end up pretty hard. Cut holes in the shapes and string them together. I Googled the character and saw the necklace is kind of like tear drops with holes in the fat end and just strung on a string or cord. Actually, I wonder if they were teeth.

Do you have a bead store in town or nearby? I would search for one and take them this picture and see if they have similar beads, and if they could help string it.

The 3D printer would make everything easier LOL I'll let you know how it goes- she usually does really well with these costumes but gets herself all worked up beforehand Our public library has several 3D printers and they usually have open makerspace time set aside for adults and teens every week, but unless you know what you’re doing it might not work out right the first time through and it doesn’t sound like you have a lot of time for tweaking if it didn’t work the first time around. I’d buy Sculpy or Fimo that you bake in an oven or toaster oven to cure. That would be the easiest and cheapest.
