You could probably just brush it with a clear watered down glue and then add glitter.

There are glitter paints (Martha Stewart) that are very glittery. There's also a Mod Podge that has glitter in it.

That could be "Glimmer Mist" My mom uses it. She also uses this super fine glitter with it to add sparkles to stuff. She uses a heat gun to set everything so it doesn't shed glitter everywhere.

You could probably just add glitter to paint too. But to have that sparkly snow crusted feel I think adding it on top would look most like that photo. I know there are glittery top coats too but they are usually pricey.

You could probably just add glitter to paint too. I've tried this, and it doesn't really work. The glitter sort of becomes matte, and just makes the paint look lumpy. The speciality glitter paints are definitely something more than just glitter+paint.

That means there is a pattern and directions out there. Sorry I can't name the artist but the style is familiar. Anyway it probably means that it is a paint product of some sort. Which is easier than tangling with loose glitter.

The image reminds me of either: Rene Mullinsor Laurie Speltzstyle of painting. I'm pretty sure that the glitter comes from Deco Arts Glamour Dust paint. Glamour Dust Ice Crystal PaintI linked to the Ice Crystal one, but it comes in a bunch of colors and I have bought many things from this site. Hope this helps, but the image is a pretty basic one and would be easy to copy.
