Oetken swiftly ruled that while he didn’t mind Parnas heading to Washington D.C. from his home in Florida, he would not allow him to remove the ankle monitor. Under the senate rules, one wearing an ankle bracelet is not allowed into the gallery, Bondy said. Yes, other presidents have withheld funding, including military funding, to other countries. The difference is that other presidents, including dt except in this instance (as far as we know), did it with discussion and approval by CONGRESS!! dt withheld it for personal political reasons and HID it from all but his personal friends!

NSC has said in writing that Bolton's book contained too many instances of TOP security issues. Therefore: it cannot be published or can he discuss it. Could take months in court for clearance and courts are reluctant to override NSC.
Keep in mind that dt has already discussed some of it, supposedly voiding executive privlige (whatever, mind is not working!!)
