UK here. We were locked down on March 23rd and had our peak through April with an average highest of just under 1000 deaths and 5000 new cases daily - except that they weren't really testing until after the peak so the "new cases" figures are way under the actual ones. We're currently averaging 85 deaths and 600-odd new cases per day.
Restaurants are still only doing takeaways or outdoors socially distanced tables. Hair salons and non-essential shops opened 10 days ago. Gyms, pools and beauty salons are still closed.
Masks are only mandatory on public transport in England, but they will be brought in. Not many people do. I've been wearing a mask for weeks whenever I left the property, but we'll need more now. I have fabric, and my sewing machine is at the ready.

I'm genuinely curious why some won't do indoor dining (when allowed)? Is it because of the re-circulated air with the AC system? Wouldn't you have the same thing at the grocery store (assuming you are doing in-person shopping)? This is also assuming 6 ft. distancing inside and staff acting accordingly. Where I live outbreaks continue to be tracked back to bars (now closed again) and restaurants (still open). There was also one local restaurant that proudly announced via a press release and social medial, prior to the county mandate, that their staff were not required to wear masks because freedumb. Did not make me feel like eating out was a worthy or wise risk.

For me, it boils down to amount of exposure and length of exposure. Yes, indoor is indoor. Grocery store I am masked and everyone else is, our county requires it and the big stores are the few places adhering to it. So, less exposure than folks sitting in a restaurant with masks on and off and talking, laughing for long periods, while my mask is off and on as well. Length of that exposure is also less in the grocery store, I am in and out for whatever I couldn’t get for pick up. Good answer. Amount/length of masked/unmasked exposure is also my main objection. I would add 1. I’m Non-Thing, e.g I don’t wipe down groceries. But in a restaurant, you touch things-and-then-food (glass then bread; fork then French fry). I was a server for eleven years - long years of watching restaurant workers work, including myself. They’re all human, make mistakes, cut corners, act without thinking, especially during a rush. That makes even this non-thing person nervous. 2. Also for the eating reason, I’m much more squeamish about a server or busser or cook shedding than a grocery stocker or cashier. On a thread recently, someone‘s server sister had worked a shift with a knowingly positive server. She can’t be the only one. And restaurant workers are often in the asymptomatic age group. All that said, I have a lot of sympathy for restaurant workers and owners right now. We remotely support restaurants a couple times a week. I know that won’t help many of the workers, but I hope the restaurants survive to re-hire.

I went for my husbands sake. Once. He was desperate to do something *normal*. I was anxious, but when we went cases were really low here, and they were very reduced seating numbers. So I thought it’d be ok. We walked in, restaurant was really empty - and she seated us back to back with a large family, in a booth. In one of the smaller rooms in the back. 😨 I was so shocked, I couldn’t even say anything. I’m not used to feeling anxious about things like this, so I didn’t assert myself like I normally would. The restaurant was more than half empty - and she seated us that close to people? I hurried my lunch and couldn’t wait to get out. We haven’t done it since, and won’t since thankfully that experience cured my husband of wanting to do something normal, at the moment. We’re sticking to takeout.

And I saw that diagram that came out a while ago that showed a restaurant seating arrangement and who contracted the virus from exposure to one person and where those people were seated. In a grocery store I am constantly on the move, not sitting in one place like in a restaurant where the air flow from the AC may be part of the problem. More and more experts talk about length of time of exposure as being critical, along with the viral load and proximity. I don’t need to be in a restaurant for an extended time period with no idea if anyone else there is shedding virus.

With a grocery store I am constantly moving, not sitting in one place breathing in the air. I don't usually have close contact or conversations with people in the grocery store. The cashiers are behind a plexiglass partition.

We live in the Pittsburgh area. Our county has closed indoor dining at restaurants but currently allows outdoor dining. However, we go to neighboring counties for our trail walks and will dine out there where they have indoor dining options. We also both work public facing in a restaurant. His county is still open for dining while mine only has patio dining and curbside. Nope, no indoor dining for us here in Los Angeles. I've eaten at a restaurant twice since March. Both times I dined outside. Both were good experiences. Unfortunately there aren't many places to dine outdoors here where you wouldn't be cooked in the sun. I have no desire to dine in right now.
NC is still at 50% capacity. Just announced that it will be that way at least another 3 weeks.

The UAE is under 400 cases a day with 50,000 tests a day, contact tracing, enforced quarantine, mandatory face masks and distancing. Is it perfect, no. Can it get worse, yes. But as of right now, I think it’s pretty good. I don’t think that everyone is going to wait to go out until there are zero cases (are there any countries that stay completely locked down until zero cases?). And yes, I realize going out to eat is a small risk that we take.

Like others have said, we all need to decide for ourselves what we’re comfortable with based on our own circumstances. I let my boys play baseball, which I’m sure others would not allow. I’m good with that. I was just emphasizing that testing negative at a particular moment in time is not an guarantee that a person will not be positive on another day.
