I'm putting it in quotes because it doesn't qualify as a vaccine by definition. It was only allowed to be called a vaccine because of the state of emergency that was declared.
I’m curious. How does the current crop of vaccines that received emergency approval “do not qualify as a vaccine by definition”? I mean what do you think people are receiving when they get the jab if it’s not a vaccine?
No where in the information below does it say anything that a vaccine isn’t really a vaccine until it gets final approval by the FDA.
A vaccine is a vaccine at the time it’s created. The only questions are, will it work, how well it will work and what side affects it may have and what types of people could possibly be affected by the side affects. Hence all the clinical trials.
And based on the article from the FDA, understanding the urgency for a vaccine or any drug and an emergency approval, they have come up with a set of guidelines that must be met to receive that approval.

In public health emergencies, such as a pandemic, the development process may be atypical. For example, as demonstrated by the response to the COVID-19 pandemic, the U.S. government has coalesced government agencies, international counterparts, academia, nonprofit organizations and pharmaceutical companies to develop a coordinated strategy for prioritizing and speeding development of the most promising vaccines.
