Somehow "Congratulations" can be either sincere or insincere in my mind. But if someone wishes me "Best Wishes" I was raised they probably mean the opposite and are trying to be polite because something is expected of them in the situation. It also sounds awkward in conversation, like it fits better on a card than in real life.
Etiquette can be a beautiful and fascinating thing, like a language all its own. But like all languages, it should evolve and adapt. I love things like this because it gives a great snap shot in time. And then I'm usually glad time has moved on. That said, I think most of us would appreciate a little more etiquette in our lives.

Yes, back in the *olden* days that's what we said. Now I don't think anyone cares how you acknowledge the engagement as long as you acknowledge it.

I knew it as well ... Also I know the woman's name should go first, Jane and John Doe, not John and Jane Doe. Since the man's first and last name shouldn't be separated.
Yes, antiquated, but I like etiquette, old fashioned and all!

I'm all about etiquette. I believe you should write a thank you note and include an rsvp response in your wedding invitation, but using these words specifically to a bride or groom is silly.

I learned about this from Mad Men. Pete Campbell corrects someone who gratulates Megan when Don tells everyone he and Megan are engaged.
