I have sat in the room when our President called family members after their sons were killed in action and it was heart-wrenching… These were some of the moments I witnessed the President show his heart and demonstrate how much he respects the selfless and courageous men and women of our military. Steven Miller needs to try a bit harder, his memory is playing tricks with him.

Before he spoke he was walking around paying respects with an umbrella, then put it down when he got to the stage and stood in the rain. As your video clip shows. When he spoke he did not have an umbrella for his speech. It was even covered by Snopes as such. Complete with a short video clip of him joking about getting rained on while the people in the audience were under cover, 'they were the smart ones'.
