You’re not an ass. It seems like she knows she’s not up to this but can’t or won’t either quit or take leave to get the help she needs.
Her being unable to fulfill her duties is sad but sometimes you have to be first. This is one of those times.
If her memory is this bad at work it’s also bad in all aspects of her life most likely. Your HR seems to be dropping the ball but I’m not versed on those laws so maybe they are doing things behind the scenes.

You really are doing a great job handling this stuff. I feel for her and I think that it's going to become more apparent to your new boss that she needs to be on disability or just leave the company. You are doing what you need to do. Your first loyalty needs to be to your employer. It's not personal, but it is professional. So, keep doing what you're doing.
You can be compassionate twd her in your conversations, but you have to keep documenting and presenting the evidence of her inability to do her job, because it's affecting yours. Perhaps if she's called out enough she'll get the help she must need so badly. I hope she does and that she can get better and have a better quality of life. Right now, the focus is on keeping yourself out of the fray as much as possible.

Well I went into my office on Wednesday and I had a very interesting conversation. The accounting manager and I had a close relationship from when I did the grants accounting. She was something of a mentor to me. And she had always said that she needed to start grooming me to take her position when she retired. She had always said that I was the natural choice to succeed her due to my experience and education. She was saddened when I left for this job.
But she told me the other day that she was the one who most likely got the assistant director demoted. She told me she complained to HR that he wasn't doing anything to manage the unit managers and she was unsure even what he did all day. Because of our structure, it was preventing her from being promoted and her wage has been frozen except for COLA adjustments. She said the other unit managers were in the very same boat. And that the audit manager left a few months ago specifically because of this issue.
She also told me how much difficulty she is having working with my coworker. She said it is obvious to anyone who relies on her that she isn't capable of handling the work. You know that three weeks late report? My coworker had blamed it on a lack of information from this woman. And she said my coworker rescheduled a meeting with her regarding it three times!
I heard all manner of things from her. She had nothing good to say about my current boss (director). And nothing good to say about my coworker. And she said to me that she has 5 years left until retirement. She's been in accounting at this company for over 20 years. She said, for the first time in her career she is thinking about leaving. She said the idea of having to work in this environment for the next 5 years is overwhelming and she won't if things don't change.

WOW. That's a lot of negative info. That this mess is going to cause her to leave right before her retirement is very telling. Is your new boss in place already? If so, how will he be any better as your manager if he couldn't do his job earlier? What a pain in the neck for you. At least you were validated by this woman. Your colleauge and boss are causing chaos in their wake that is affecting too many employees. Thank G-d it's Friday!

As I suspected early on, the problems go much higher than just your department. The interesting player in all this to me is the new big boss (the woman you met with) that has only been in the position a few months (correct?). Is she an internal promotion or an outside hire? Time will tell if she has any pull and is effective in righting the ship. In the meantime, I would keep my ears open for positions elsewhere.

I agree and yet have seen it happen too many times. The fear of what the under-performing employees will do guides them more than the fear of losing very capable and hard-working people. Hopefully the new director can bring some much needed change to the place before she loses her best employees.

Yes I definitely agree with this. I knew that things were being mismanaged. I just didn't know the extent of unhappiness. This woman I never would have thought would say she wanted to leave. I mean I'm a hard worker and surely would be a loss, but losing her would just devastate the entire financial component of the company.

I am totally am. I applied for two positions that I would be well suited for. And then I realized, they are from where my boss came from. Ugh! Small city. So I was thinking they might judge me based on his employment there. If he was anything like here, they of course wouldn't want me either.

He is your current boss and you are sending out applications. That alone should speak volumes! Besides, he could have been a fantastic employee for them but just not as good in the current position. You never really know the full story. Hopefully they are judging your resume solely on your personal accomplishments and abilities. If they are going to judge you based on who your boss is, do you really want to work for them?

If I lay out the facts then depending on your interpretation it could look like badmouthing.

Hope that makes sense.

First, congrats on the interview! Second, NEVER say anything negative about a job during an interview, especially if they know your current boss.
I would talk about what you are looking for in your new position when asked that question.
Why are you leaving your current position? Im looking for more of a challenge, opportunity for growth, something closer to home, etc.

If “my boss” now refers to the former assistant director who was demoted to your supervisor a couple weeks ago, perhaps mention his brief tenure as your supervisor & cite recent turnover/reassignments as the reason for considering a lateral move.
